How to read this
Two caveats up front, because both change how the numbers below should be interpreted.
1. Grouped by search intent
Every keyword appears in exactly one group. Intent classifications come from the API, not from my reading of the phrase.
Navigational - looking for a provider

The classification on the top row is worth pausing on. The API reads "offshore development center" as navigational, meaning searchers are trying to reach a provider rather than learn a definition. That is a buying signal on the largest low-difficulty term in the set.

The difficulty score of 7 is misleading and the SERP check is why: five of the top ten results are Amazon's own properties - product page, documentation, FAQ. competitor-a (a large UK managed-cloud provider) at position 4 is the realistic ceiling for a third party. Build the page, but as a credential rather than a traffic play.

Combined volume 250/mo. Difficulty 0 on the head term, but the SERP check explains why: Robert Walters, Indeed, Glassdoor, Companies House and LinkedIn occupy much of page one. A meaningful share of that volume is jobseekers. Genuinely winnable, worth materially less than the number suggests.

Volume 90/mo at difficulty 0. Too small to justify its own page on day one - fold it into the Dutch web application page as a section, and split it out later if it earns the traffic.
3. The one SERP that is genuinely weak

First because it is the only cluster where the SERP was checked and found genuinely weak, it carries the largest de-duplicated UK volume at 1,450/mo, the head term scores 0 for difficulty, and there is already a ranking article to build from.
It is also the only page where the client has a structural advantage nobody on that SERP can copy: a UK head office with its own offshore centres, rather than an offshore vendor selling inward.

Target the service-qualified variants at difficulty 1-10 rather than the bare head term at 21.Check this SERP before writing. It has not been verified and the difficulty spread across the cluster suggests the head term and the qualified terms have different result types.

DevOps fourth despite difficulty 0, because the recruiter-heavy SERP means a share of the volume will never convert. AWS fifth as a credential page rather than a traffic play - Amazon owns that SERP. Dutch translation last: it is the largest Dutch cluster at 1,440/mo but the hardest, and it should not be attempted until the Dutch web application page has proved the market and earned some Dutch links.
